While shinobi in the Naruto series are of course semi-emotionless, some are a bit anti-social, etc., we as staff wish to steer clear of Mary-Sue and Gary-Stu creations. A Mary-Sue/Gary-Stu is a character that is created with a personality that is overly exaggerated in extremes, whether being TOO perfect or TOO anti-social. These characters are not fun to Role-Play with from another members standpoint, please try to avoid making your character the God among men in terms of personality, or the extremely 'emo' I don't want to talk or like anyone personality.
Members are allowed to have as many characters as they are able to handle, however, have rules imposed on them to keep things in balance. Members do not have to create another account for each character they create, however, must keep track of all of the characters they own and use in our Character Tracking thread, as to help avoid confusion. Members are allowed to reserve open spots on the Reservations List. All other characters that were not reserved at a higher rank than Genin must start as Genin, and be trained up through the ranks as a normal shinobi would be.
Races that are not human will NOT be allowed. These include but are not limited to Demons, Wolves, Cats, Angels, Nekos, Hedgehogs, etc.
Genin may only have ONE Chakra Nature to start out with, this does not include combination elements (such as Wood and Ice), because they are a combination of two Chakra Natures and you must be a part of a specific Clan to use them. Chuunin may have TWO Chakra Natures, and Jounin may have THREE combinations.
Academy Students are allowed 3 Jutsu ranked E-D (not including E ranks because they are freebies) to start with, or 3 E-D and 1 C. Genin are allowed 6 Jutsu ranked E-C (not including E ranks because they are freebies) to start, with or 6 E-C and 1 B. Chuunin are allowed 11 Jutsu (not including Freebies) to start, with 1 A Ranked Jutsu. Jounin are allowed 15 Jutsu (not including Freebies) to start, with 1 S Ranked Jutsu. As long as the restrictions are met, members are allowed to use any combination amount of techniques to acquire their total amount of start Jutsu.
Other then the limit each character gets an allowance to spend on their character. The money does not go to the account but can only be used on the character. Its up to you to use it, but if you don't you will be at more of a disadvantage. The money does not stay once approved the money vanishes with no hope of return. The money can be used for anything to jutsu, CP, etc. Academy Students get 3,000 Ryo, they can only buy one more C rank then the free one given, and cannot buy anything higher then a C rank. Genin get 10,000 Ryo, they can only buy one B rank more then the free one given, and can not buy anything higher then B rank. Chuunin get 15,000 Ryo, they can only buy one A rank more then the free one given, and can not buy anything higher then A rank. Jounin get 20,000 Ryo, they can only buy one S rank more then the free one given, and can not buy anything higher then S rank. Jounin can only have a limit of three normal elements unless an admin approves.
Members are allowed to create their own custom Kekkei Genka, however, please keep them within moderation and do not create 'God Modded' techniques. Custom Doujutstu must have a COMPLETELY new perspective of vision to even be looked at, and even then will be scrutinized heavily. Characters may not acquire Secret Techniques and Kekkei Genkai that are Clan specific without being part of that Clan (IE, you may not use Kage Mane Jutstu if you are not part of the Nara Clan). Members MUST get Admin approval before attempting to apply for a custom Chakra Release (IE, Youton, Hyouton, Mokuton, Jinton, etc).
Any Custom Jutsu, Weapons, Bloodline Limits, Items, etc. must be approved in the appropriate threads before a character can be made with those abilities or weapons, no exceptions..
All reservations will be held for two weeks, after which if a WIP application has not been posted, and an extension by the member requested for more time has been submitted to an Administrator, the reservation will be re-opened to the public.

This means, that if a character is predominantly Taijutsu based, it is illogical to have one A or S ranked Genjutsu thrown into the application for no apparent reason.
