PUPPETRY SYSTEM
Pupptery is a specialized shinobi art that originated within Sunagakure. Puppetry is a delicate art that requires both finesse and a mastery of chakra control. They must focus their attention on manipulating their puppet as well as guarding themselves from close range combat.
Puppetry is a specialized art, meaning that if a character does not specialize in Puppetry, they will not be allowed to have Puppetry techniques in their repertoire. This may seem unfair to members, however, it is the best way to not only make puppeteers useful on the site, but to also effectively balance characters and reduce any attempts at throwing random techniques into characters just to make them more powerful. This system will explain Puppetry as well as what it takes for a character to possess the knowledge and skill to use it.
HOW IT WORKS
To acquire the techniques and become a Puppeteer characters must first specialized in Puppetry. Apart from Puppetry based skill, puppeteers are allowed to have FIVE C Rank and below Ninjutsu, Genjutsu, or Taijutsu based techniques that are not Puppetry related. For each character rank (Chuunin, and Jounin), the character will be allowed one more C or below ranked Ninjutsu, Genjutsu, or Taijutsu technique to add to their repertoire that is not Puppetry related.
Puppetry is the shinobi art of attaching chakra strings to a puppet via the Kugutsu no Jutsu (Puppetry Techniques). These chakra strings are invisible to the naked eye, and allows the ninja to utilize their tool, the puppet, from a mid to far range. The puppet itself can be loaded with many weapons and tools, allowing the puppet master to remain hidden while the puppet moves and attacks the target. Because puppetry has the potential to be an extremely powerful shinobi art, one too powerful and controversial to a Role-Playing forum, we've created stipulations for this system to balance them for the site and to limit the puppeteers control.
CHAKRA STRINGS
Chakra strings are invisible to the naked eye, as chakra itself has no real physical form, save for some exceptions. Puppeteers also have the unique ability to attach their strings to virtually anything around them, even other people, so as to use them as makeshift puppets. Although puppeteers can attach strings to other members characters, they will not be able to completely control that person. The Puppetry Technique requires that the puppet be lifeless, or at the least, submit its body to the puppeteer to be controlled. Obviously in combat, should your opponent realize he's being dragged and moved around, he will end up resisting the pull and control of the strings, and thus render the technique unusable. In the same regard, each individual string can only hold up and control a certain amount of weight:
Chuunin 10 lbs per string (100 lbs for ten strings)
Jounin:15 lbs per string (150 lbs for ten strings)
Kage: 25 lbs per string (250 lbs for ten strings

With this small table, you'll be able to judge what you can manipulate with your chakra strings as well as what you can control with each individual string at each rank. This also means that on NCW, we've limited the puppets as well as their weapons to a weight limit. Remember that the Puppetry Technique is a C ranked technique and will require a C rank amount of Chakra Points to activate, and then a C rank Chakra Points drain per post you continue the technique. Every time you detach your strings from what you are controlling, you must reuse the Puppetry technique again which means you will use up another C ranked amount of Chakra Points to re-utilize the technique.
It should be noted that this table is just for the base limit of puppeteers and that it is possible for ninja to raise the power of their strings. With proper training, a puppeteer can increase the weight limit.
PUPPET AND WEAPON WEIGHT
For each shinobi rank we have limited the weight of the puppet they are able to control. Coupled with the fact that each chakra string can only control a certain weight, this will mean that unless the puppet is light enough, members will not be allowed to control multiple puppets at one time. Each puppet's weight is determined by the weight of the weapons they are carrying within them. So the puppet themselves are not counted towards the weight limit.
There are three categories of puppets in terms of weight:
Medium: Puppets that range anywhere from 50-100 lbs.
Large: Puppets that range anywhere from 100-150 lbs.

As said before, puppets weight are determined by the weight of the weapons they carry. Every weapon has a specific weight, including the launchers that would be built into the puppet to shoot them. When creating your puppets, please be sure to keep in mind the weight requirements of the puppet you are making. Each rank is also limited in the size of puppet they can control, meaning that Genin can only control Small category puppets, Chuunin can control Medium category puppets and below, and Jounin can control Large category puppets and below. With the puppet weight being determined by the amount of weapons it has and their respective weights, this allows puppeteers to stock their puppets with as many weapons as they can fit into the weight limit.
HUMAN PUPPETRY AND POSIONS
Human Puppetry is currently locked from use unless you are told other wise, or have permission to have it. The scrolls that supply the knowledge of human puppetry that have been kept since the days of Sasori are locked tightly away within the confines of the Kazekage's personal study, and is guarded by the Kazekage. Members wishing to acquire Human Puppetry must first be of Jounin rank, and must PM a staff member for approval and information on Human Puppetry before even attempting to acquire these scrolls or learn this technique. Information regarding human puppetry will be released if the staff deems it acceptable to have on the site after a certain amount of time.
In terms of poisons, members must realize that not every puppeteer is a master of poison. Puppeteers coat their weapons of their puppets in poison for a sure-fire disable or kill upon the weapons contact with their opponent. For Role-Playing standards this is unacceptable. For puppets, poison may only be applied to ONE weapon type that the puppet carries. Meaning if the puppet only carries shuriken and senbon, only one of those type can be poisoned. Poisons must only be disabling poisons, and must have a post time before they take effect on the target. This means that when you create your weapon with poison on it, you must describe to us how long in post length it takes for the poison to take effect, there will be no instant effects of poison for any weapons allowed.
